Sofi's World: United Nations Refugee Agency's East Africa Predicament

This fictional case asks readers to develop recommendations for Sofi Kannan, Director of Programming for the East Africa Regional Office  of the United Nations High Commissioner for Refugees (UNHCR). Sofi's 2012 budget has been slashed by 40%, and she faces the daunting job of prioritizing programs for approximately 800,000 refugees with severely limited resources. How will she ensure continued good care for these populations? How will she decide which programs to support and which to cut?

This case was used for the 2011 Global Health Case Competition at Emory University. Student teams made up of multi-disciplinary members present solutions to complex scenarios. In these situations, as is often true in real life, there is no one perfect solution but rather one that involves compromising and prioritizing.
