UN Report on Disability and Development 2018

This report, published by the United Nations Department of Economic and Social Affairs (UN DESA), spotlights how people with disabilities are at a disadvantage when it comes to realizing most Sustainable Development Goals (SDGs), and recommends good practices that can create a more inclusive society in which they can live independently. The report reviews the UN’s history on disability-inclusive, accessible, and sustainable society and development, while also reflecting on overall progress towards most of the SDGs from a disability perspective. Several barriers—including disproportionate levels of poverty, experiences of stigma, as well as a lack of access to education, health services, employment, transportation, and support—inhibit the full participation and inclusion of persons with disabilities in the fabric of their communities.

In addition to discussing relevant international frameworks and the current situation of persons with disabilities, the report also presents practices for ensuring the implementation of the SDGs for persons with disabilities. The last chapter emphasizes that concrete action should focus on four fronts: addressing fundamental barriers causing exclusion of people with disabilities; mainstreaming disability in the implementation of the SDGs; investing in monitoring and evaluation of progress towards the SDGs for persons with disabilities; and strengthening the means of implementation of the SDGs for persons with disabilities.
