Tracking Universal Health Care Coverage: 2023 Global Monitoring Report

This report, published jointly by the World Bank Group and the World Health Organization (WHO), analyzes global progress toward achieving universal health coverage (UHC) within the framework of the 2030 Sustainable Development Agenda, which was adopted by the international community in 2015 and established 17 Sustainable Development Goals (SDGs) to address global challenges through economic, social, and environmental progress. A target of one of the health-related SDGs, achieving UHC represents the commitment to ensuring the world’s population has access to quality health services designed to promote wellbeing while not causing financial hardship.

The 2023 report presents data on two critical indicators for UHC—coverage of essential health services and financial risk protection—and reports global trends, progress, and challenges in meeting these targets. The report finds that as of 2021, about half the world’s population was not covered by essential health services, with an increasing proportion facing significant out-of-pocket health spending. The report analyzes the impact of the COVID-19 pandemic on progress toward UHC worldwide, and discusses policy recommendations to improve health systems, address financial barriers to care, and accelerate the expansion of health services.
