Birth Registration for Every Child by 2030: Are We on Track?

This report published by the United Nations Children’s Fund (UNICEF) provides a comprehensive overview of the latest available country-level, regional, and global data estimating the number of children without a registered birth certificate. It analyzes previous progress and developments and provides insight into remaining challenges for achieving universal birth registration by 2030 as part of the Sustainable Development Goals (SDGs). The report addresses barriers, disparities, availability and quality of data, and the current status of birth registration. It focuses on the need for stronger civil registration systems, birth registration services, and policy changes to ensure that all children are recognized and given the opportunity to exercise their rights. UNICEF proposes five actions for protecting and registering all children starting at birth: provide every child with a birth certificate by increasing accessibility and ensuring proof of legal identity; empower all parents to register their children at birth; link birth registration to social services and systems including health, education, and social protection; invest in safe, innovative technologies to facilitate birth registration in a timely and accurate manner; engage local communities to demand birth registration for every child from their governments.
