Urban Climate Action Report 2022: The Urban Content of the NDCs

This report from the United Nations Human Settlement Programme (UN-Habitat) analyzes the urban content of 193 national climate plans known as Nationally Determined Contributions (NDCs). As the world increasingly becomes more urban–and cities become more vulnerable to the threats of climate change– the report offers a global analysis of NDCs to understand countries' plans for climate action in urban areas. This report emphasizes challenges and opportunities to respond to climate change in urban settings and details country approaches for effective governance. The report assesses urban mitigation and adaptation challenges and responses and presents data by sector, such as energy, transport and mobility, agriculture and food, gender, and more. The analysis classifies NDCs into three categories: A) strong urban content, B) moderate urban content, and C) low or no urban content, and finds that 64% of NDCs analyzed have strong or moderate urban content. The report includes recommendations for strengthening government climate action, addressing urban climate hazards, and improving mitigation and adaptation responses in an urban context.
