2023 Gender Social Norms Index

This report developed by the United Nations Development Programme (UNDP) assesses biases against women, analyzing attitudes toward women’s roles across four dimensions: political, educational, economic, and physical integrity. Using data from 80 countries and territories worldwide, covering 85% of the global population, the 2023 Gender Social Norms Index (GSNI) finds that nearly 9 out of 10 men and women hold fundamental biases against women. The index analyzes attitudes across seven indicators, including access to higher education for women, women’s leadership, political rights, intimate partner violence, reproductive rights, and more. The publication aims to illuminate how biased gender social norms impact the livelihoods of women and girls worldwide. It highlights the need to shift these norms to achieve gender equality as part of the global Sustainable Development Goals (SDGs).

The publication is accompanied by statistical tables and a data visualization where users can explore the Global Social Norms Index results by country or dimension.

The Gender Social Norms Index captures how social beliefs can obstruct gender equality in multiple dimensions and is constructed based on responses to seven questions from the World Values Survey, which uses data from 80 countries and territories. The 2023 report presents an update of the GSNI since it was first calculated in 2019 (with data up to 2010-2014) and includes the most recent data for the period 2017-2022.
