A World Ready to Learn: Prioritizing Quality Early Childhood Education

This report from the United Nation’s Children’s Fund (UNICEF) is the agency’s first global report on pre-primary education. It presents a comprehensive analysis of the status of early childhood education worldwide and outlines recommendations for governments and partners to make quality pre-primary education universal. Approximately half of the world’s preschool-aged children—those ages 3 to 6—are not enrolled in pre-primary programs despite strong evidence that early childhood education establishes a foundation for learning and skill-development that promotes success in school and over their life course. For children in low-income countries, nearly 8 in 10 children are missing this opportunity. The report urges governments to commit at least 10 percent of their national education budgets to scaling up pre-primary programs, with such funds invested in teachers, quality standards, and equitable expansion. The publication is accompanied by an advocacy brief that summarizes the global data and recommendations.
