Gender and Equity of the Global Health and Social Workforce

2019

This report, published by the World Health Organization (WHO), is the latest gender and equity analysis on the health workforce. The report draws on research from a comprehensive literature review of gender and equity in the workforce, focusing on themes of occupational segregation; decent work free from forms of bias, discrimination and harassment, including sexual harassment; gender pay gap; and occupational gender segregation in leadership. Key findings from the report include major gaps in data from low- and middle-income countries on gender and equity dimensions, in implementation research on the impact of policy change, and in data on sexual harassment across countries. It found that workplace gender biases, discrimination, and inequities are systemic, and gender parities are widening. The findings underscore a call to action to adopt gender-transformative policies that challenge causes of gender inequities and support meeting global targets for universal health coverage (UHC). It suggests that the focus of global health and social workforce research be shifted to prioritize low- and middle-income countries and include sex- and gender- disaggregated data that can be translated into policies.
