Ensuring an Equitable Recovery: Addressing Covid-19's Impact on Education

This annual report from Measure of America of the Social Science Research Council focuses on disconnected youth—young people between ages 16 and 24 who are neither working nor in school. Prior to the COVID-19 pandemic, youth disconnection rates had steadily decreased between 2010 and 2019 in the U.S.—meaning fewer young adults were disconnected from institutions, communities, and experiences that prepared them for adulthood. This 2023 report focuses on the impacts of the COVID-19 pandemic on education and learning loss, finding that nearly 4.7 million youth were out of school or work in 2021—an improvement compared to the high 2020 rates but still elevated from pre-pandemic levels. The report also highlights how the cognitive disability rate among youths aged 16-24 rose more than 20 percent from 2019 to 2021, likely due to challenges stemming from the pandemic. 

The report presents 2021 youth disconnection rates for the country and by gender, race and ethnicity, region, state, metro area, and congressional district. The report also includes an interactive tool, which presents the report's key findings on disconnected youth.
