The Precision of Aid: Remembering the Forgotten Disease in the Horn of Africa

This case from the Western Public Health Casebook 2020 focuses on humanitarian aid in the context of an intense cholera outbreak in Somaliland. Eve Tinuviel has been deployed to the Burao district as a member of the Canadian Red Cross, where she serves as a global health advisor responsible for emergency health services. However, a coordination meeting among different health and humanitarian organizations highlights stark gaps in the epidemic response. It also lays bare the incompleteness in the surveillance data required for Eve to track how the disease is spreading and to develop appropriate interventions. The case underscores the need for precise surveillance data to intelligently inform emergency responses and program implementation.

This case contains guidance for instructors, including learning objectives and discussion questions. It is part of a 16-case collection written by students in the MPH class of the Schulich Interfaculty Program in Public Health at Western University, Canada. The cases may be freely copied and used for educational purposes by an accredited educational institution.
