Securing Safe Roads: The Politics of Change

This report by the Overseas Development Institute and World Resources Institute studies political challenges to road safety reform in low- and middle-income countries. Barriers identified include that road safety is not a political priority; that it is perceived as an issue of personal responsibility; that government bodies fail to collaborate; and that there is a lack of good data. The authors emphasize that road safety should focus as much on building the political will for road safety as on technical solutions and offer six strategies to advance road safety policies in diverse political environments. Three case studies on the politics of road safety in Nairobi, Mumbai, and Bogota accompany the report.
