Government Responses to COVID-19: Lessons on Gender Equality for a World in Turmoil

2022

This joint report published by UN Women and the United Nations Development Programme (UNDP) analyzes government responses to the COVID-19 pandemic from a gender perspective–and the extent to which measures addressed the negative impacts of the pandemic on women and girls worldwide. Drawing on data from multiple sources, including the COVID-19 Global Gender Response Tracker, the report examines government responses across three policy areas: violence against women and girls, women’s economic security, and unpaid care. While the report finds that government responses were insufficient in including gender dynamics, it highlights areas of innovation to take forward. The report presents key lessons for how governments can enact gender-responsive policymaking during crises and how to ensure resilient systems to prepare for future shocks.

The report is accompanied by an executive summary and regional insights, which cover gender policy responses by region.
