Africa's Demographic Transition: Dividend or Disaster?

2015

This report from the World Bank Group, the Africa Development Forum, and Agence Française de Développement examines the policy actions needed at each stage of the demographic transition, highlighting successful global and regional examples to provide evidence of what strategies are most effective. It notes that countries have numerous options to speed up the transition, improve investment in youth, expand labor markets, and encourage savings, and emphasizes that empowering women and girls—through health improvements, education, skill-building, and expanded decision-making power—is critical to harnessing the demographic dividend. While the report draws on lessons learned throughout East Asia, Latin America, and the Middle East, it places particular focus on the unique demographic characteristics in Sub-Saharan Africa as a specific case example.
