UNESCO Global Report 2018: Re-shaping Cultural Policies

This report from the United Nations Educational, Scientific, and Cultural Organization (UNESCO) analyzes the progress made in implementing the UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions (adopted in 2005) since the inaugural progress report was published in 2015, and provides evidence of how that implementation process contributes to attaining the United Nations' 2030 Sustainable Development Goals (SDGs). It outlines the guiding principles and values that drive the Convention, and describes the methodological framework for monitoring and evaluating its implementation. That framework is composed of four goals: support sustainable systems of governance for culture; achieve a balanced flow of cultural goods and services and increase the mobility of artists and cultural professionals; integrate culture in sustainable development frameworks; and promote human rights and fundamental freedoms. The report, which aims to provide evidence that can inform cultural policy-making, offers recommendations for accelerating progress on each of the four goals and identifies data requirements for more effective measurement and analysis.
