Time to Act for SDG 8: Integrating Decent Work, Sustained Growth and Environmental Integrity

This report from the International Labour Organization examines the progress of Sustainable Development Goal (SDG) 8, one of the 17 goals formed by the United Nations. Sustainable Development Goal 8 “promotes sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all.” The report focuses on progress towards SDG 8, outlining country performance, examining the ways in which SDG 8 relates to the other SDGs, and putting forth possible policy interventions to enable SDG 8 to be reached by 2030. While there has been some success towards meeting the goal, the progress towards attaining SDG 8 is beginning to stagnate and progress varies widely across countries. To name just a singular problem, the least developed countries are struggling to sustain an annual GDP growth of at least 7 percent per year. SDG 8 is also unique in that it straddles economic, social, and environmental aspects of the 2030 Sustainable Development Agenda. This implies that failure to make progress towards SDG 8 could have profound impacts on the ability to reach other goals in the Sustainable Development Framework. Finally, the report also proposes numerous policy interventions in order to combat the stagnation of progress towards SDG 8 – what the authors call a “policy spiral”. This spiral includes pro-employment macroeconomic and sectoral policies, as well as measures to promote wages, skills, technology, and innovation.
