First Global Assessment of Air Pollution Legislation

2021

This report from the United Nations Environment Programme (UNEP) presents data on air quality legislation in 194 countries and the European Union. It assesses whether and how air quality standards are currently being met around the world, as well as legal measures and standards to determine air quality. The report uses the World Health Organization's Air Quality Guidelines as a framework but emphasizes the need for a common legal framework to achieve global governance and enforcement of air quality standards. It discusses various national approaches to regulating ambient air quality around the world and the obligation of nation-states and the global community to implement, monitor, and enforce air quality standards. Finally, the report offers policy recommendations to help countries strengthen air quality governance, such as connecting legal mechanisms to Ambient Air Quality Standards (AAQS), shifting to clean energy generation, making air quality legislation publicly available, and conducting regular review processes of AAQS. The report is available for download in multiple languages online.
