This policy analysis from the Lancet Global Health examines how drowning prevention gained priority on the global health agenda, leading to the United Nations General Assembly resolution on global drowning prevention in 2021. The article analyzes how characteristics of drowning, actor power, ideas, and political contexts contributed to enhancing prioritization. The authors also identify several challenges to maintaining drowning prevention’s political salience and provide recommendations for converting the UN resolution into action.
